PAL to PC - have her send a pal copy of the dvd to the daughter. it will play on a computer with a media player. it may also play in her standalone, as many ntsc dvd players will convert pal to ntsc. you could try convertxtodvd as there is an old free version in the tools section you may be able to set to output ntsc....

vdub -> wmv? - If you install wmv9vcmsetup.exe (google it) you can create AVI files with WMV3 (aka WMV9) encoded video. It won't be in the WMV container. But you might be able to remux it with something like AsfTools ....

Panasonic DMR-ES10 No recording - Have you tried recording output from a VCR or a DVD player? If so, what happened? (I guess its possible that DMR-ES10's sold in India would not be set up to detect copy protection, but to be on the safe side, if you perform this test you should use a disc or tape that is not copy protected.)...

Format for archiving camcoder video? - Just keep the .MTS files. Save them to a hard drive AND make an archival copy of the MTS on DVD. No need to convert anything. I agree 100%.
